"pre-use toilet water"??? wtf is that??? You mean regular water? Water going into your house is the same from the sink to the toilet. What was happening here is the flushed water was routed not to a bigger outgoing dirty water pipe, but an incoming clean water pipe.
At least it's better than the water in Russia-I've heard of one person officially reporting to the USSR government that there were worms found in tap water. This happened in the late 80s or early 90s.
So what? Most fresh supplies in the UK just fill a tank in the attic, which usually contains a c**ktail of dead pigeons, roof insulation, rust flakes, and which then goes to all WC cisterns and taps (faucets to the rest of you?) except a cold one in the kitchen. So, smart guys add pipework to take the fresh supply to a bathroom basin tap for night-time drinking, but you don't often find that.
