Of course he doesn't, he's a smug rich douchebag and the Microsoft commercial is anti-smug douchebag. That's the entire point. Not everybody can be an effeminate fashion victim who pays $5 for a cup of coffee, Steve.
If he did understand it he would probably have to explain what he thought it meant, which would be negative against Apple because the advert is the exact opposite of what Apple do. In conclusion even if he did know he wouldn't say he did because that would be helping the opposition.
