several apple employees do not have plates... seeing as how I work there! You can pay a LOT of money to the DMV and they will allow you to drive without them. Sure you can recognize them in their car, no big deal, but at least you cannot take their license plate # and punch it into a computer and find out where they live!
mdshoreboy is correct. There are a few cars in Apple's parking lot (as well as silicon valley highways) that have a little barcode instead of plates. I do not know how that works though. I assume police can scan them with a long distance barcode reader(?). I couldn't find any info on the web about these barcodes. Anyone know how they work?
Courts in various states have consistently upheld the right of the citizen to travel (notice not "drive"). By virtue of the fact that one has such a right, this renders the idea of getting various licenses and permits to travel ludicrous. One abdicates his right to travel when he lowers himself to requesting permission for something that he has the right to do. For example, see Hassell v. State (194 SW2d, 400).Unfortunately most of the people in this country do not understand their rights, nor how our government works or is supposed to work. You have rights. You grant the government privileges. Not the other way around.
The bar code is the car's VIN number. All Mercedes have their VIN number there. If I took my plates off all three of my cars would look like that. Steve just does not have plates....

So will that bar code (if it really is on that car) identify the VIN number, if Jobs runs over someone, for example? Or does that mean that we should assume he is not guilty, whatever happens?

For this to work everyone else would have to have plates.... you'd just look like a drug dealer if you didn't have plates in New Orleans.
