Actually, she sounds like just the kind of schmuck who likes to claim the income tax is "unconstitutional." She probably doesn't vote, either, so it doesn't matter to her how many Representatives her state has.
What, you weren't alive a decade ago? The outrage came when a lot of intelligent people tried to amend the counting process to use sophisticated statistical sampling. The frothing right wing demanded! -- insisted! -- that EVERY SINGLE PERSON had to be counted or it would be the end of Life As We Know It. Largely because none of them understood statistics. They thought it was all magic and magic is against the Bible.And now that the Democrats are running both houses of Congress for the next reapportionment, the Right is trying to undercut the census altogether. Imagine that.
In the examples you've used a census is going to make little difference as that is what loving caring neighbors are for as to many would have no issue with reporting those that don't "fit". Information in a census can be put to extremely good use if used effectively.
