Hell one can murder a person in cold blood in Maryland, which is a rabid anti-gun socialist Marxist dictatorship among other things and receive a 7 year sentence, get all but 18 months of the sentence suspended and be on probation when the person committed the murder! For crying out loud, they don't use the Death Penalty anyways, they ignore it like all other laws. And they wonder why good Marylanders are fleeing for their lives literally and their fricken paychecks! Look at the picture need I say more?
The death penalty is cruel and unusual punishment. From studies that have been taken in states that have the death penalty, more crime occurs than in states without the death penalty.

unfortunate, but at least they were able to restrict when capital punishment can be used.
