Of course they were upset. If everyone knew what was going on they might not be very happy about us building a long time structure in Iraq. It goes against everything we have saying about not being 'occupiers.'

I am trying to imagine a wall high enough to keep out the mortars. That would need to be the tower of Babel version 2 I think.
