Ethanol is not the answer! It releases less CO2, yes, but it releases more NOx (NO and NO3) than gasoline. NOx goes on to help create ozone in the troposphere (the region of air closest to the ground) and thus, more greenhouse gasses. It is bad for the environment.Also, it is a terrible idea to put food and fuel in competition with one another.
You did not RTFA. It's made from cellulose, of which corn HUSKS would be a small part. I have a PhD in chemical engineering and have been to an ethanol plant like that in the article.
And yet I read somewhere that cars running on E85 produce MORE horsepower and torque than cars that run on gasoline. Look at the Koenigsegg CCXR bioethanol powered supercar.

In some Central European countries like Poland some vodka is produced by just fermenting a solution of crystal sugar and yeast. In the European Union there are talks about the standardization of vodka, however, the Vodka Belt countries insist that only spirits produced from grains, potato and sugar beet molasses be allowed to be branded as "vodka", following the traditional methods of production.

Everyone can make $1 home made fuel. If your car runs on diesel you can using your regular vegetable oil, methanol, catalyst.
