This is really the bigger problem in all of this. The only other laws that I can think of that even come close to this have to do with vehicles of Diplomats, at least in Australia.If a diplomatic car hits your legally parked car, you are legally liable.
You can click the link I posted earlier to the Google Maps view of the house in question. The trees are planted well away from the house and will generally shade in the opposite direction.
Still-- so because he decided to save money and place the panels on the ground-- a neighbor has to take it in the teeth? By that argument No-one can even have hedges. Under it all however, Vargas is just an assh**e with money. And his lawyers found a law to support him. You can't choose your neighbors, you can only hope they're quiet.
I never said he was right, I was just addressing some ignorance among the comments. Every other comment goes off as if the guy is trying to be green but failing miserably while the truth is he just has no interest in being green at all. If you're gonna disagree with what the guy did, at least get the facts straight first.
