The idea is that if a large portion of your users can't figure out your program, it's probably because it's poorly designed, and not because they're all stupid.

I think that it is context. A well written program should not throw exceptions because of user actions. Too often people code the "Happy Path". For example is somebody types QWERTY into a number field, the program should produce an appropriate message and not disappear down the plughole. The less skilled the users the more the program should limit what they do.
