I love OmniOutliner. I used it for my Psychology class. My only gripe is that you can't pool all of your documents into one file, like you can with such apps as xPad or Journler. It is for this reason that I have dropped OmniOutliner for Journler. It's simply so much easier to organize your notes when they're all located within one single application - all in one place - than it is when you have to archive them yourself as separate files within folders. If OmniOutliner implemented such a feature, I'd drop Journler in a second for it. But until then, Journler does pretty well.
So besides the Office OneNote ( which does sound quite good ) What Windows based notetaking programs would people recommend ? Pref. Ones that wont put a huge strain in a starving students budget !
Aquaminds "Notetaker" and its new sib., "Noteshare" for OS X is deep and very useful as a scrapbook for all media, and notetaking such that audio can be easily exported, pre-tagged, into iTunes, and onto iPod.Note my use of "its", as in ownership, in contrast with "it's", an abbreviation for "it is" or "it was" or "it has".

It would have been nice to see some for people who own PC's.
