Yes Sound Exchange may be an authorized agent, but there is a difference between reasonable negotiation and essentially black mailing folks into something that is not even necessarily legal. Let's face it, Sound Exchange wields a monopolistic sort of power, and DRM can be viewed as an unnecessary barrier to entry being erected.
Pointless. It's not up to a couple Senators to decide what private citizens can negotiate. If they don't like the situation, then they need to get off their asses and change the law.
