Filibustering should be written out of the rules. It only made sense when senators were reasonable enough to allow things to go to a vote even if they planned to vote NO. But now, it's basically just a straight vote before the vote, in which the senators are making every bill require 60 votes. That's not the way it was meant to work, and it's killing progress on all fronts. It's basically just a mechanism for Congress to continue doing NOTHING.
