There is a significant amount of specialised Windows-only software out there, but schools do not generally use any of it (or, at least, they don't use any of it that doesn't have a Linux equivalent)
I think it's a real credit to the guy that he managed to keep their computer systems running on windows ME this long. I wouldn't say that is an easy task, it's no wonder they had so many system issues.
Teachers are highly overpaid in my area.... some approaching 6 figures in as little as 5 years of employment and for only 9.5 months work, all holidays off, extended holidays and summer's off. They pretty much pick the pocket of most hardworking people in the area who make half as much on average.
I remember the days of Windows ME. It would freeze/bluescreen 5 times a day, minimum, and if you did not reinstall it every 30 days by the 45th day it would bluescreen on every boot with a "security error". It was hazardous to my health - I pounded the power button on that machine so much I broke it from using ME (having to restart it).

I'n my experiance Linux is nothing but trouble. Takes a stable Windows box and makes it crash constantly. He should be fired.

I must agree with Sneakernets. What would happen if someone would take Windows from the teachers that don't even know how to teach students on windows (yes, there always have been and always be teachers like that) or to set up their file and printer sharing.
