Because you only ever elect two parties with almost the exact same policies.The poor vastly outnumber the rich in America yet they keep voting for people that don't represent their interests but rather those of the lobby groups.To someone in another country, it looks insane to be honest. Just vote for people that have policies to redistribute wealth. It is easy to make money when you have money. That is why the rich get richer. Contacts and having money to start off with. It has never been rocket science.

Someone upstream? While that may be the case in some situations, much of the time the person being kicked out of their home is to blame as well. Many of these people weren't smart and purchased homes they knew they couldn't afford.
