That girl on the title screen of the official screen shot definitely doesn't look 18+, in fact none of the girls in the official screen shots look 18+ depending on how you look at them. The thing with hentai is you generally change the picture and fill in the blanks in your own head so that it fits your own fantasy (otherwise no one would get sexual pleasure from a abstracted cartoon). While the girls are clearly young you are given a few years travel on either side of what the artist had in mind.As for the moral implications, it's simply as case of whether or not hentai paedophilia propagates child abuse by treating children as sex objects or reduces it by giving pedo's an outlet. I'm not sure what evidence there is to suggest which is correct, but you know which side a left and a right winger would choose respectively xD.

That is the thing with anime and hentai in general is that it looks so god damned generic that it is hard to pin down an age for the characters.
