They fall back to earth and the nose cone detatches to release the parachute. Then they fall right side up into the ocean. The compartment where the solid fuel is stored is then vacant since it has completed a full burn and creates a pocket of air large enough to keep the spent rockets afloat. Then two tug-boats go out and pick them up and bring them back home to the cape.
