The only power the The Sanctity of Life Act 2007 bill had was to limit the jurisdiction of the federal courts. The bill had no power to define life at conception. The wording used was the personal view of and justification given by those who drafted and supported the bill, not a law-making edict. Congress does not have the power to grant constitutional rights or intrepret the constitution, it only has the power to limit the jurisdiction of the federal courts.

He voted 'No' on EVERY science research program that the federal government proposed. He does not discriminate based on his personal beliefs.
