I think you are failing to think about this rationally.That life expectancy was lower then than now is a consequence of the level of technological/economic development that existed 150 years ago, not a consequence of bad political policy back then.The best growth was in the 19th century though. That's when American became the industrial super power of the world.Back then the federal government used up only 3% of GDP, compared to 20% today, and back then almost any sort of labor restrictions imposed by State governments (e.g. maximum work hours permitted per week) were struck down by the Supreme Court as violating individuals' natural rights.

The 2K per year that a minimum wage worker pays in tax does not make up for medical bills should anything go wrong. It's alright saying "people are responsible enough to know where to spend their own cash" but in reality most people wouldn't plan for the future. There is a reason so many people die of cancer through things like smoking or from heart attacks. Interesting note, if nobody paid tax a minimum wage earner suffering with a bad heart would not be able to afford treatment even if they saved the money they would have paid in tax for over 25 years.
