They are typical items that are not too difficult to pay for, and the average person will need some sort of these meds, so the average person should pay for these in cash on a per-need basis. You don't buy auto insurance to help pay for oil changes. You get it for when you crash the damn thing.

Before that, some form of state apparatus (most often a monarch) had VAST CONTROL over the entire economy. So, at most there was a couple hundred years of "free markets" as you describe them. But even still, the free market strawman you create is nonsense because these economies were growing out of feudalism, in which, obviously social morality was not well developed (in feudalism the central authorities owned everything and the VAST MAJORITY of people were serfs, which is barely a step up from being a slave). So of course, coming out of this system the "free markets" are not going to treat people as well, the MONARCH him or herself had just treated the peons like virtual slaves, why would most businessmen be any better than the "blessed King" (the thinking of the time, that the King's had divinity so how could they be wrong?)Only through the development of the economy, competition for quality labor, development in morals and, yes, some application of force (definitely not the ONLY factor as some make it out to be), did the markets in developed countries begin treating labor in a better manner. But to argue that today's increasingly hyper-interventionist policy is the answer to the problems that have been caused by previous hyper-interventionist policy, THAT is what's retarded.
