im sure it actually is done by a computer, a concept artist would have probably been given this task and they paint digitally fulltime. if you scrub the timeline the image pops from their hand painted version to the real. final box art version before they turn the lights off. this timeline painting is simply a smart marketing technique. i cant imagine anyone would paint in a text overlay like that

I'm glad Rockstar pushed GTA IV to next year. Do you realize how terrible it would be for it to come out, play it, and say with certainty, "Hmm, yeah, this game really could've used another six-plus months of development."Well, they saved you that pain by giving the game six-plus months more of development. Why is the red car's license plate flipped? The police car's plate is normal, but the car it's chasing should read "669 H7Z," not the mirror reverse of it.
