There is a definite, and very noticeable difference between 30 FPS and 60 FPS, first time i really saw it stand out was the special edition of Ridge Racer 1 that was a bonus disc packaged with Ridge Racer 4. Original RR was 30 FPS, but this bonus disc was running it at 60 FPS, very smooth.

I personally feel there is something more frightening about getting eaten alive than murdered with a sharp weapon. I don't know precisely what it is, though. I think part of the fear that came with zombies in earlier Resident Evil games was the fact that you have very limited controls, and running and fighting them was difficult and often dangerous if not done correctly. Villagers never really scared me. They freaked me out sometimes, but they were far from terrifying. Most of the environments (as beautiful as they were) didn't really add to the fear either. I was more frightened while playing the Resident Evil remake (especially considering I had never played the original) than I was playing Resident Evil 4. As far as overall gameplay experience goes, though, Resident Evil 4 is definitely on top. To each his own, I guess.
