Gibbs is a Hyena, and he's laughing at YOU! Every time a question comes up that he doesn't want to answer he tries to laugh it off, in effect degrading the questioner and anyone else that would like a real answer. His answer to any tough question is to laugh.

Actually, I'm sure they could all see what he was doing to the country long ago. They are just now getting up the nerve to question the FILTHY BEAST!
