He points out what would be obvious to anyone with IT experience: the system wasn't especially reliable or tamper-proof."He is talking in regards to the email system, one of many critical systems he managed. So basically, the White House had at least one member of the IT staff who quit, later the maintenance of *some* of these systems were contracted out.
