Wrong tack, this shouldn't be its own bill with its own title and vote, this should be a last minute amendment to another bill, take advantage of the fact that they don't read the bills to get this passed, then when the President signs it, whoever slipped it in stands up in the House and the Senate and yells Gotcha! and does a little touchdown dance for C-SPAN.

The nice thing about this legislation taht is a hidden benefit, would be that are congressman who have less time introducing meaningless bills that only help them get into the history books, rather than spend the time in pondering over and developing meaningful legislation.

How so? If they are so predisposed, won't they tend to spend that time ponding over bills that get them into history books at the expense of meaningful legislation? I mean why waste limited time doing what's necessary when you can work at leaving a legacy. Does it also mean that congress can't act against open agression against the US for at least a week?

hell yeah I say each citizen gets to quiz a senate member or a house member once a year..and they must HAND sign the quiz, pledge it, and return it by us mail. That way we know they know their s**t.
