At first i thought nay, the current one is fine.But then after looking at the proposed one, i thought that it doesn't look too shabby but it does look like a commercial site and not a government one. Although decent I'd still prefer the current one...

They are called case studies. He's just making suggestions, and people interested in design can learn from this. I applaud his effort.
