This is true. They implemented the US government-backed ABC program ("Abstinence, Be Faithful, use Condoms") and credit it from lowering AIDS prevalence by 5% in 10 years.

Condoms arnt stopping the spread of HIV and AIDS. These are not bacteria like an STD, theyre viruses. Viruses are much smaller than bacteria and thus while latex can stop bacteria latex cannot stop bacteria 100%. While it helps prevent the spread of HIV or AIDS it doesnt stop it, which is why its rediculous to think that condoms are completely stopping the spread of those viruses.
