Those laws protect the layman from doing procedures out of the scope of their practice, a EMT/Paramedic/Nurse/Doctor can establish an airway on patient, run life saving procedures such as tourniquets, compression bandages, and cpr. Good Samaritan laws don't protect the person with a season pass to ER or House walking around with a pen knife and a straw. Anything mentioned in this PDF is basic first aid that can be administered in good faith, There isn't a certification for bloody nose treatment.
