It's just that authoritarian government, particularly of the Chinese Communist flavour, have more potential for stupidity. No way to keep them in line. Of course though it is all relative.

If someone were to have been brave enough to do that, it'd all be on the Police Chief. The person who may have killed the actor may get something close to a Wreckless Endangerment charge but a very weak charge.The Police Chief would probably get a manslaughter charge and criminal negligence.
