"Bad guys" is a term that's relative, and generally whomever you don't happen to agree with, or like.And they only have to suspect you to raid your house and take anything they want- and not have to give it back even if you're cleared of all charges.

I think the NSA, CIA, DIA, and the pentagon handle most of the spying outside of the country. They probably handle quite a bit inside the country as well.
