Most efforts on behalf of governments do not involve using hired publicity experts.Much of the dis-information is done through assistants, party members and their associates.Over 26 years ago, oil and gas companies in my home city were distributing letters to their staffs encouraging people to vote for a pro-oil, pro-big business party. The letters suggested that if the party did not get elelcted, then people would lose their jobs.That was propaganda by proxy and everyone does it.
