Yes, under Saddam Iraqi citizens were pretty free and had lots of liberties. All kidding aside, Saddam's only redeming quality was that his country was relatively stable compared to what it is today. Honestly, that is the United States fault for creating the instability. But, the United States also did liberate the Iraqis.

Fortunately, the Iraqi SCUDS, which were modified versions of the 1950's Soviet ones, which themselves were modified versions of the German V2's, were almost just as useless. The fact is, the system has been greatly improved since. It, along with such foreign system as the latest variants of the Soviet SA-300, are capable of effectibely intercepting short to medium range ballistic missiles. Countries like Israel have similarly capable systems. So, my point stands - most types of "ballistic" missiles are interceptable.It's silly to lump all "ballistic" missiles together though. The ICBMs are different beasts altogether. Still, both the US and Russia have multi-tiered systems designed to kill ICBM reentry vehicles at various points in their flight path. The Russians have one deployed all around their capital. It started out in the 70's, when it relied in low yield nuclear warheads to kill re-entry vehicles. The current version is a lot more accurate and thus, relies on conventional and kinetic energy warheads. Of course, it has never been tested and proven.If any thing, Bush's pet missile defense system had proved that it is possible, under predictable conditions, to hit re-entry vehicles smack on.

WRONG...those stages burn off in the atmosphere...the Post-Boost Vehicle: Rocketdyne restartable liquid fuel motor; storable hypergolic fuel, holds the Reentry vehicles , or warheads. It moves around with a guidance system and drops nukes down to earth.I helped deactivate the PK. It will never forget those years! oh and abrasion doesn't know what he's talking about...
