I don't know, but I sort-of suspect that manufacturing costs may currently be prohibitive. If a balanced flywheel is going to be made to strict specifications, you will have to have a large amount of a very uniform material. That material could be expensive. On the other side, if you can make it out of cheap material and then balance it afterwards, you may have to deal with added production costs associated with inspecting and balancing each unit.
This is the same guy who wants to create island nations with their own rules. He also said that he had no problem with people having a nation that allowed sex with kids if EVERYONE on that "nation island" agreed to those rules. He's a freak. Read the interview if you can find it. Think it was gizmodo.
I have heard proclamations about solar power replacing fossil fuels since the 70's - but whenever I do a home solar audit, it never looks appealing, even with tax incentives (CT). There are a lot of unknown variables like how soon your panels die, future cost of replacement, aesthetic changes to your home and its affect on value (what if you need to move just before your panels need replacing? Do you replace them and lose your ROI, or do you screw up your price by telling buyers they need to replace them themselves?)

"The sun is the source of all energy on this planet."Except fission power, which is powered by ancient supernovae.
