Yeah, if you look at the highest rated ones, you'll find some pretty nice designs.

Well, the quality leaves much to be desired. I prefer templates membership. It allows downloading a bulk of professional web templates. These guys are pretty good, have a look - <a class="user" href="http://www.layoutspack.com/">http://www.layoutspack.com/</a>
