I had an analog cell phone in 1992. The reception was nothing to crow about. Literally I called the operator to complain that I had awful reception at my house and they said "sir, you have another phone at your house already".If you were still using an analog phone in 1999 the reception was awesome because the companies were putting in far more towers so that digital would work indoors and analog phones (esp the 3 Watt car phones) worked even better than ever due to the higher signal strength.
LOL!! someone actually think that government agencies use built-in GPS to track people??! They can track you even when you have cheap free after main-in-rebate phone. As "kahrn" said, they use your cellphone signal to track you. Just remember that GPS is a one way signal from satellites orbiting the earth and a GPS device (some cellphones) use at least three signals to approximate your position. And I don't think that your cell phone company had embedded a program in your cellphone that sends these coordinates (when you turn it on that is) because it's not that efficient method for tracking people.
