Ironically, it would be much easier to control sex slavery if prostitution if it were legal and regulated. If prostitutes are forced underground, anonymity becomes a requirement to avoid being busted, and that's how people in the sex slave industry get away with it. Very few people would seek out a sex slave by choice, but because prostitution is illegal, you basically have no way of knowing.
