No digg. While this is a "new" news story, this concept has been out for years. Back before G4 fubar'ed one of the best TV stations around (TechTV), they aired a show about new technologies being employed by different organizations (army, police, etc...) in different countries. On that show, they aired one episode about this concept. SWAT-style forces in many countries already use rifles/carbines with lasers built-in that blind suspects, some even pulsate at such a rate to cause seizures, to REALLY incapacitate unruly folks. I've seen similar segments on 20/20 and the like, and on The Learning Channel (TLC). Point being, just because someone puts out a story, doesn't mean its new news.

I've heard of the government using this type of thing before. Seriously, the Geneva Convention is a joke, no one abides by it.
