Rules are rules. Boo hoo, he doesn't get everyone else's money. The government should be determining money based on NEED, not based on random things you may or may not have done decades ago.
The same happens with our Federal military budget. It doesn't cover veterans' pension or health benefits. That's really a military delayed cost that's borne by the rest of government. Personally I'd like to see veteran benefits be listed under the military budget, because then we'd realize as a country how much we're REALLY spending on the military with all these delayed costs and promised benefits. I think our brave servicemen deserve these benefits. But let's make sure they're properly accounted for.
