Actually from what I've heard... phones aren't even supposed to be on engineers when they're on duty.. even stopped at a station for the metro trains.Might not have been a law.. but it is a fire able offense for his employers. He shouldn't have had one on him even already. All this will do is make a state law demanding what is already supposed to be happening.
