The technology and the applications of it have not yet come together. These can't replace cell phone towers, which have to be less than 1 mile away for some technologies. Wi Max might be the right application, but what's wrong with terrestrial towers, really? These things won't be cheap, and the equipment that goes into a cell site is not lightweight. It is quite possible this solution will never find a problem, hence the appeal to "surveillance." Yeah, that's what we all need: more surveillance.
