Your argument holds no validity. They fragment themselves to a certain degree to remain more autonomous and less easily pinned down to certain unified leaders and fronts because it makes them harder to combat.. That has nothing to do with whether the operators who work under Al Qaeda are recruiting terrorists, or whether they are a threat, or anything at all like that.
