Just a thought: digg's numbers are dipping (according to Alexa.com) so they're opening up the ability to digg to everyone including non-members, much the same way Facebook opened its doors to those outside elite institutions and then everyone. It certainly worked for FB and its likely the way any social site will grow: start off elite, build mystique or value, and then open your doors to everyone.
