Buried since obviously there used to be a road and the sign was never removed. Seriously, images like this are stupid. Let's get back to digging Huffington Post Sarah Palin spam or something...
I'm sure it's is a small town and they heard there are cars been made by Ford to limit the speed for teenagers by their parents, so they figured there are drivers out there who have really lousy parents who are not smart enough to teach these teenagers to be responsible and safe drivers.They are just covering themselves for any future law-suits.
