There's Open Source and open source. Any project whose code is exposed to the world, regardless of license, is open source. A similar project which is also free for developers to pick through and borrow code from (per the agreement) is Open Source.

Codeplex itself allows multiple licenses to developers, including gpl.its basically a microsoft backed source forge,SVN support looks rather limited (they only list a couple of supported clients, and don't show any possibility of others working.and its an asp.net site, but other then that, I can't say I care.On the bright side, one dude from mono is involved (which in itself is a terrible name for a framework, considering the kissing disease, but whatever)
