I live in Mass and work in NH. Almost every time I drive in NH, I see federal police or homeland security vehicles.I almost never see them in mass. What does that tell us?
In a state that is virtually 100% white, you can have such a situation. The whitest states have the lowest crime and hence, less police protection is needed.
I don't know if I would go so far as to say liberal means libertarian in the rest of the world. However, it is one of the main words used to describe someone free policy in the world.

Crime stats go back and forth but NH, ND, and VT usually ends up as the safest state depending on the year and source.
