ecogeek.org— Well a startup called HID Technologies has developed a new digital ballast for HID lights that fixes all of those problems. The new technology could cut energy use by HID lights by 40%.

This actually a significant problem. My parents (aged 50) who complain about high electric bills, won't replace their incandescent bulbs unless they can dim the new bulbs. But you dim a compact fluorescent bulb, it will flicker and then die. I hope this tech can be transferred to the home soon.
