The game drop October 31 in the U.S. and November 3rd in the U.K. The toolset is available early for people who preorder the game, though it sounds like you still have to wait a few days before you can get it (from what I've read, Gamestop doesn't e-mail you with the code until Thursday of the week you preorder, which is really odd).
