Australia also won't vote against: they're abstaining due to a "lack of consensus".

I think what the parent is asking for Is a decent list of which countries get to vote and how they have voted. im kinda curious myself.

Seems unlikely there will be a change. Given what is likely to be in those 16 comments there is no benefit for MS over ODF at that point.
do you even know the technical details of why ooxml sucks apart from the name itself?
