Driver's licensing was created for those who access and use the roads for profit or if they operate "extraordinary machines" which may cause undue wear on the public roads. You have a Constitutionally protected (and upheld by Supreme Court cases) right to free travel without any restriction like that of a driver's license.

Check the 2003 Anti-Hoax Terrorism Act. In short, reporting someone as a terrorist without due cause and justified reason or reporting a terrorist act where there is none has been compared to yelling FIRE in a theatre. In either case, it's bad form, and both carry penalties.
