If it violates the 4th amendment, which it clearly would, then yes, it would be illegal. If you want to monitor enemy communications get a warrant and stop spying on innocent people. Look, the government already has had a ton of resources to obtain accurate intelligence in the past, and look what happened: they failed horribly. Another unconstitutional tool in their toolbox is not going to aid in fighting terrorism, it is only going to infringe on our freedom and liberty even more.
