Yes, but you need a certain amount of EXP and Rank to get higher level metals. The metals aren't just based on EXP. But since he isn't boosting his rank (or so he says) it isn't a big deal. Plus it's a video game rank, so why should anyone care?
I play Halo 3 online and I don't see how this affects me at all. If he were cheating to get a higher rank, that'd be one thing. But getting EXP doesn't really do anything for you other than change your icon as far as I know. Seriously...I don't get why this is a big deal.
